We use that resasoning and the special effect will threaten to take over the film in the way the did for episodes one-three of star wars. As I have said, most tv series don't get a huge budget, but they get enough to do what they need to do and (depending on who's doing it), do it well. You have to remember that anime has as many (if not more) stlyes of drawing then western cartoons, with the added bonus that the japanese aren't fussed about adding things in and including depth to plots as the americans are.
